ISI Encourages Khalistani Groups to Intensify Psychological Warfare

Indian security agencies remain on high alert as Khalistani groups, primarily the banned outfit Sikhs for Justice (SFJ) under ISI direction, have significantly escalated their psychological warfare operations across Canada, the UK, and other Western nations throughout September 2025. The most recent manifestation occurred on September 18, 2025, when SFJ threatened a twelve-hour siege of the Indian Consulate in Vancouver, releasing provocative posters targeting India’s new High Commissioner Dinesh Patnaik with crosshairs imagery. Intelligence officials report that these Khalistani organizations, frustrated by their complete inability to gain any meaningful traction within Punjab itself, have been compelled by ISI handlers to pivot toward intensive online operations and social media campaigns designed to radicalize vulnerable youth. This strategic shift follows Pakistan’s humiliation during Operation Sindoor earlier in 2025, with Pakistani intelligence actively directing these groups to enhance psychological operations, increase anti-India content across social platforms, and conduct additional referendums to maintain narrative momentum.
