IB notes ISI's new strategy to recruit Kashmir youth for nationwide terror modules.

Pakistan’s ISI has intensified a covert strategy to recruit youth from Jammu and Kashmir for executing terror modules across India, marking a significant shift from previous tactics focused solely on the Kashmir Valley. Investigations into the November 2025 Delhi Red Fort blast uncovered local Kashmiri operatives supervised by Pakistan-backed groups like Jaish-e-Muhammed (JeM), directed to execute attacks beyond Jammu and Kashmir. The ISI, aided by Jamaat-e-Islami, is fostering “homegrown” terror outfits, leveraging encrypted platforms such as Telegram and using educational institutions to radicalize youth. Nearly 500 security raids have been conducted recently in Jammu and Kashmir to counter this recruitment drive. This strategy aims to alienate Kashmiris from India, exacerbating regional instability and encouraging separatist narratives. These developments underscore Pakistan’s ongoing hybrid warfare to destabilize India internally by exploiting Kashmiri youth, posing a heightened threat to national security.
