The Indian Navy is considering Russia’s offer to lease a second Akula-class nuclear-powered attack submarine, valued at $3 billion for ten years, amid rising costs and delays in the delivery of the first leased vessel, INS Chakra III, expected in 2028. With India advancing its indigenous SSN program under Project-77, the Navy questions the necessity of the Russian lease, especially given the operational limitations and high costs involved.
