India and Japan Urge Action Against Terrorism After Pahalgam Attack

India and Japan jointly condemned the April 22, 2025 Pahalgam attack that killed 26 civilians, urging swift justice against its perpetrators, organisers and financiers, and calling for concerted action against UN-listed groups including Lashkar-e-Taiba and Jaish-e-Mohammad and their proxies such as The Resistance Front, which initially claimed responsibility before later denying involvement, according to references noted by the leaders from a July 29 UN Security Council monitoring report. In summit talks in Tokyo on August 28–29, Prime Ministers Narendra Modi and Shigeru Ishiba opposed cross-border terrorism, urged dismantling safe havens and financing networks, and affirmed support for a rules-based international order and efforts toward a just, lasting peace in Ukraine. The attack, India’s deadliest against civilians since 2008, also prompted wider international attention, including U.S. designation of TRF as a terrorist organization on July 17, 2025.
