Terrorism and Counterterrorism

India and Germany enhance cooperation to combat terrorism and online radicalization.

ndia and Germany held the 10th meeting of their Joint Working Group on Counter Terrorism in New Delhi on November 27, 2025, co-chaired by India’s Dr. Vinod Bahade and Germany’s Konrad Arz von Straussenburg. In the meeting, both nations unequivocally condemned terrorism in all its forms, including cross-border terrorism, specifically referencing the Pahalgam attack in Jammu and Kashmir on April 22, 2025, and the Red Fort terror incident in New Delhi on November 10, 2025. Discussions covered threat assessments, counter-terrorism policies, and emerging challenges such as online radicalization, misuse of new technologies, terrorist financing, judicial cooperation, and designation of terrorists. Both sides reaffirmed commitment to cooperation in multilateral forums like the UN and Global Counter Terrorism Forum and planned to further strengthen collaboration with the next meeting scheduled in Germany. This meeting underscores India’s strategic emphasis on global partnerships to tackle terrorism and enhance security cooperation ahead of German Chancellor Friedrich Merz’s slated visit to India in early 2026.
