Defence Procurement Manual 2025 launched to enhance India's defense self-reliance and efficiency.
Defence Minister Rajnath Singh formally launched the Defence Procurement Manual (DPM) 2025 on October 23, 2025, in New Delhi, with the manual coming into effect on November 1, 2025. This updated manual is set to streamline revenue procurement processes worth approximately Rs 1 lakh crore annually for India’s Army, Navy, Air Force, and other Ministry of Defence establishments. A major focus of DPM 2025 is to enhance self-reliance in defence manufacturing by promoting broader participation of MSMEs and startups, simplifying procedures, and ensuring fairness and transparency. Key reforms include relaxed liquidated damages to ease penalties on delays, assured orders guaranteed for up to five years to indigenous manufacturers, and the removal of the No Objection Certificate requirement from Ordnance Factory Board to facilitate ease of doing business. The manual also introduces provisions to expedite decision-making, improve operational preparedness, and foster innovation through collaboration with academic and research institutions. This landmark update replaces the previous 2009 manual and aligns with India’s Aatmanirbhar Bharat vision to boost domestic defence capabilities. The initiative is expected to invigorate the defence sector, drive innovation, and enhance industry responsiveness.
