Ukrainian President Volodymyr Zelenskyy, alongside representatives from 34 nations, has approved the establishment of an International Claims Commission to facilitate compensation for damages caused by Russia’s invasion. While the Council of Europe advocates for Russia to bear the costs, the feasibility of enforcing such payments remains unclear, with suggestions to utilize frozen Russian assets. The Commission, which has already received approximately 80,000 claims, will require legislative ratification from member countries.
