Tharoor: Pakistan must act first for India-Pakistan normalization.

India’s senior Congress leader Shashi Tharoor emphasized that the responsibility to normalize relations with Pakistan rests on Islamabad, given its history of betrayal and failure to dismantle terror networks. He cited past outreach efforts by India that were met with hostility and highlighted the lack of accountability for the masterminds behind the 2008 Mumbai attacks. Tharoor noted that while India has shown restraint, provocations could lead to a shift in strategy, recalling successful reconciliations between historical adversaries like France and Germany. He argued that genuine efforts from Pakistan to curb terrorism could pave the way for improved ties, but India will not take the first step without such actions.
